£ 9.4million extension of training services to help 10,000 people in Liverpool City area

Liverpool City area mayor Steve Rotheram has unveiled an ambitious £ 9.4million training and career program that will help fill skills gaps and support up to 10,000 people l ‘next year.

The plan includes a radical expansion of the mayor’s award-winning Be More learning portal to help workers and job seekers of all ages upgrade their skills across the city region.

Up to £ 4.5million in grants will be distributed by the end of 2022 – supporting 1,500 businesses and helping 10,000 people learn new skills or find new careers.

£ 2million will go towards free employee training to address skills shortages in 19 designated areas, divided into leadership and management, basic business skills, soft support skills and hospitality.

Launched in 2019, Be More was the UK’s first UCAS-style learning portal.

It was created as part of Mayor Rotheram’s skills program and will be expanded to create a single port of call for employers, individuals and suppliers.

This larger-scale offering will be a key part of the implementation of Mayor Rotheram’s Youth Guarantee – a guaranteed employment, training or apprenticeship opportunity for any young person in the city area who does not pursue no education, employment or training.

Steve Rotheram said: “The greatest natural resource in our region is our people. Resourceful, passionate and hard-working, they will always be the foundation of our fortune. But, too often, people in our area are denied the chance to be successful in life. Not for lack of talent, but for lack of opportunities.

“Leveling the playing field and correcting this imbalance has been one of my top priorities since I was first elected.

“From the initial launch of Be More to the launch of my Youth Guarantee, I want to give everyone in the Liverpool City area the best possible chance for success in life.

“This radical expansion of Be More will be transformative for the service and is expected to help 10,000 people by the end of 2022.”

He added: “As a former apprentice myself, I know the impact on life that decent training opportunities and good career advice can have. I want everyone in our region to have the same opportunities. “

The LCR Skills and Apprenticeships Hub has been operating since January 2020, thanks to £ 3.96million from the Strategic Investment Fund (SIF) and, in November of the same year, an investment of £ 5.45million from the European Social Fund (ESF).

It was created to develop key skills in the city area after employers reported serious skills gaps that were preventing growth.

The hub offers business engagement with Combined Authority Business Skills Brokers, learning support through the Be More portal and enhanced training delivery through a partnership with the Greater Merseyside Learning Provider Federation.

Following a survey in June 2021, a priority support framework was developed to fill historical skills gaps.

As a result, fully funded priority training will be provided in the areas of leadership and management, basic business skills, soft support skills and hospitality.

This has been broken down into 19 key career areas including IT skills, foreign languages, marketing or tourism, and hospitality.

Up to 100% of funding can be allocated to priority training, thanks to ringfencing of £ 2million.

LCR employers are eligible to apply for training grants, small and medium-sized enterprises (SMEs) can access grants covering 70% of costs, while companies employing more than 250 people will be eligible to claim 50%.

A combined authority meeting on November 26 agreed to go ahead with the website redesign and approved the priority support framework.

“Getting a job, training or apprenticeship is absolutely life changing, but too often we hear about people struggling to access opportunities.

“This project is absolutely fundamental to ensuring that people of all backgrounds and ages get a helping hand on the employment ladder. “
